Signing of NEFRA CONOPS and updated Terms of Reference

Concept of Operations and Terms of Reference Phase 2 of North European Free Route Airspace Programme agreed
Concept of Operations and Terms of Reference Phase 2 for North European Free Route Airspace (NEFRA) Programme were signed during the CEO Board meeting on 24 March in Stockholm.  Air navigation service providers of NEFAB (Avinor, EANS, Finavia and LGS) and DK-SE FAB (LFV and Naviair) signed these key documents and thus agreed on the further development of the NEFRA Programme started in May 2013.
NEFRA is the Programme to connect the Free Route Airspace over Sweden and Denmark (DK-SE FAB) with the Free Route Airspace in NEFAB states (Estonia, Finland, Latvia and Norway) seamlessly. The Programme will benefit the customers to plan their flights through NEFAB and DK-SE FAB in the most cost-efficient way of their preference, without any requirements to cross the state or FAB borders at predefined points as it is today.
The first phase of the NEFRA Programme will be implemented in connection with NEFAB Target Concept on November 12, 2015. NEFAB Target Concept deals with Free Route Airspace in NEFAB States whereas NEFRA Concept of Operations is only about the interface between the airspaces of the two FABs.
The NEFRA Free Route Airspace aligned between the two FABs is planned above FL285.
NEFAB aims in addition to this, a more extensive Free Route Airspace expanding considerably below FL285.
The NEFRA Programme between the two FABs is a collaborative activity where all involved air navigation service providers have their responsibilities. The CEOs agreed during the signing to continue detailed exploration of joint airspace development opportunities to be discussed in coming meetings.
